Since Silverlight 3 is the gold version, so is there any reason not to migrate the project to Silverlight 3 in order to be able to take advantage of the added features and improved performance? Given the “quirks” mode of Silverlight 2 applications, it seems easier to handle any such updates when the project is still in the early development stage.
The two main areas I focus on are the Silverlight Toolkit (I can simply Install Toolkit’s Silverlight 3 version, or the out-of-the-box version 2), and themes.
Themes (using the toolkit) cause problems with Silverlight 2, and I need to create various tasks to ensure dynamics The content is properly themed while maintaining performance. Silverlight 3 has themed advertising as a built-in feature-is this an integration of the theme version of the Toolkit, or does Silverlight introduce a completely different theme mechanism?

We have just completed the upgrade of SL3 RTM, it is progressing smoothly, and I have to recommend it. Please remember that the controls are already in the tool you are using Moved between the package version and Silverlight 3. Some controls were transferred from the toolkit to SL3, and some SL3 beta (perhaps SL2?) controls were pushed back into the toolkit. Here is a list of changes between 2 and 3:
