Internet-Explorer – IE URL limits whether the content is applied to “#”?

I have seen many places where IE limits the length of the URL to about 2000. However, I don’t know if this also applies to the part after #? This part will not be sent to the server, so it may seem to be different.
It is actually a URL (representing all URLs ) Of 2083 characters and a path of 2048 characters. For details, please refer to this KB article
