Increase the value of the path variable: D:\Program Files (x86)\Sybase\PowerDesigner 16

Choose Configure Connections

Select Connection Profiles and configure jdbc parameters as shown in the figure

Click to test the connection Button, enter the password

select Update Model from Database..
