There are a few points that support this statement. First, as the OP pointed out, no event is detected with the volume button Any actions related to them. They also don’t trigger pressBegan or similar events.
Another good place to use remote/controllers to find more options is GCGameController. It looks like it has all the related functions, but The volume buttons are reserved. Take a look at

As I have in other posts As mentioned in, this is a fairly new operating system, but not everything is available. You can submit a bug report to Apple at any time and request certain APIs to be disclosed.
It is relatively simple to detect some keys on the tvOS Siri remote: the pause/play button, the touchpad area, and the slightly less labor-saving MENU button. But there seems to be no way to detect or override the and – button, or the function of the Siri or home button.
