Can iOS applications control the phone?

My mother’s deaf. I usually use the TTY service to talk to her. She has a TTY phone at home. I have checked the iOS TTY and all it says is just connecting the cable to the iPhone to Use physical TTY. TTY uses 50-bit-per-second wave-characteristic code for communication. It should be easy to write a program that generates it on the iPhone. It’s just a series of tones and the baud rate is relatively low. But I need to be able to control from the app Mobile phone function…Then I can type in a message like “txting” and have it send the wave characteristic code to my mother’s mobile phone. (I tried to give her a computer, but she is 86 years old…Old dog… …New tricks…)

Any ideas?

No, this is not possible. The official iPhone SDK does not allow this type of interaction with mobile phones.
