Move – image to barcode identification

I know this has been discussed several times on stackoverflow, but I cannot find enough answers. For a project, I am looking for the best software that can recognize the barcode numbers in the input image /api/library. It will be used in mobile phones (iPhone, Windows phones, Android, etc.), so it should be good at capturing barcodes from bad angles, blurred images and harsh conditions. As long as you do a good job, open source or commercial does not matter (really open source Would be better:))
