Raspberry-Pi – How to make a very simple operating system?

I have a project to do, which needs to make an operating system. Our goal is to make our own version of Google Glass. The glasses parts are very simple, we plan to use Raspberry Pi in the system But, we are not sure how to make a very simple operating system, such as the operating system of Google Glass, which can be operated with very little mouse movement. Can anyone please help?

This means that you will use some operating system of your choice to handle all the low-level hardware of Handel, and the shell will tell Pi what to do and how to do it.
